The research is based on the analysis of the views of domestic and foreign scientists on the subject of determining the role of collective efforts, formalized in consumer cooperation, in overcoming poverty and solving significant social problems in rural areas, and a theoretical comparison of the essential principles of production and consumer cooperatives, а review of the foreign legal framework in the field of cooperation, a critical analysis of domestic cooperative legislation, and an assessment of world statistics to identify the constructive potential of consumer societies in overcoming rural social problems. The authors believe that the more effective the impact of consumer cooperation on poverty reduction is, the higher the "integrative" (horizontal) involvement of the rural population in various types of associations. The range of social issues that can be solved by consumer associations is so large and has a tendency to expand, as well as the increasing needs of the population. Consumer cooperation, which has extensive historical and relevant experience in overcoming poverty, is an essential element of the mechanism for eliminating this social flaw.
This is why legislative support is the most important factor in the development of consumer associations.
In contrast to industrial cooperation, the Genesis and development of which are mediated by objective factors (the formation of small property subject to socialization and the existence of a commodity economy), the emergence and functioning of consumer societies are associated exclusively with subjective conditions: the desire of citizens to interact and state policy (first of all, ensuring adequate cooperative law).
